Black screen when broadcasting

Okay, I've done this before:

System:
Windows XP SP3
Nvidia Drivers 195.62
Latest Creative SB Live drivers

Broadcast setup:
Latest Divx Codec, latest Xvid Codec
VLC 1.03, MPC 6490
VHScr 2.2.63
FME 3

I've broadcast before but I've moved my setup to a different rig, this was a fresh install, nothing tricky to it. Dedicated box just for broadcasting

Installs went smooth no problems.

Setup my playlist in VLC, start playing, bring up VHScr, setup my video, bring up FME and get audio but no video. Only a black screen. Same thing in the JTV built in tools. Anyone have any clue? I'm stumped as this worked on my previous setup. Only difference it my previous is Windows 7 this is XP.

VHScrp Cap setting:

Frame rate: 30
Align Video
Show Mouse

Yep still happening. I'm stumped completely. I'm thinking about nuking from orbit and starting from scratch. I know that seems excessive but can't figure this one out.
