If you go into Control Pannel> Hardware and Sound> Change systems sounds. you will then get another window open with 3 tabs called Playback, Recoring and sound, click the recoring one and make sure the microphone boost is only on 10-20db and the microphone volume level is turned right up.

the only setting it has is 10 decibels and the volume is at 100 but i still get the same problem

Does it work fine on a program such as Sound Recorder?

i got the problem resolved now so i am pretty sure things are going fine with it now i was testing it out today for a little and seemed to go fine with all the default settings after i pulled a factory reset on the laptop
