can i stream good with these speed ect

Hi there i am buying a hd pvr next week for recording but iv always wanted to stream with the dazzle i couldent as i am on hd tv and its all blurry.

My speed setting/hardwars are as followed

down 3456 kbps

upload 798 kbps

cpu hardware

Ultra dual core mobile m620 2.5 ghz

4 GIG OF RAM
windows 7 500 gig hdd

will i be able to stream oki?

as whatching stream on justin or movies via pucklocker i dont need to pause it to buffer.

any help would be great on how to start or what programs i need for hd pvr
