just give it some time to the chat to load some times it gets some sort of lag but it does load in the end, also you could try to increase your storage folder on flash player to do this click on settings ( right click on the video box ) then click on storage folder then increase from 100k to 1 mb
Good luck

Does it give you any indication of trying to load?

Example:

Once upon a time, I had the same problem. It turned out that it was my Anti-virus software that was causing the trouble. It could have been a firewall issue too, since the anti-virus has firewall capabilities. I use AVG Anti-Virus. At the time that I had the problem, I had an anti-virus web toolbar installed. After removing the toolbar, the "loading chat..." problem went away for me.

So my advise is to check your Anti-Virus and/or firewall. Try disabling it temporarily when you visit a JustinTV channel. If you need help with that, let us know which software you use.

Do you have a router?

Let me know if you do. Also try unplugging your router and modem for a minute. Then plug it back in.
