Default Flash Media Encoder / VHSCRCAP Trouble

Hey guys, here's my problem when i setup all of the setting for Flash media Encoder "correctly" i'll list the settings below, When i play the game there's 60 FPS no lag what so ever while broadcasting, now on the FME end it's delayed and major glitchy even if i put the output to 60x80 so i'm positive it's something wrong with the settings or even FME itself. How do i fix this?

Device: VHSCRCAP
Format: H.264 1000 KBS
Size: 720x576 30.00 FPS
Crop Unchecked
Resize: Width 720 Height 576
Main aspect ratio unchecked
Deinterlace Auto adjust Unchecked.

Audio Device Realtek HD audio Input
Format: mp3 Stereo
Sample Rate 44100
Bit Rate: 128

VHSCRCAP Options : Frame Rate: 30
Align Video Checked
Show mouse Checked
Show clicks Checked
Capture layered windows Unchecked
Optimize Screen Capture Checked
Optimize Screen Deliver Checked
Resize to output size Checked
Use Linear resize in 32bit mode Checked
Specify output size 720x576
Register in ROT unchecked

Also this happens when i'm not broadcasting also the FME still is glitchy but my CPU is barely using 30% processor speed for all of this so i know it's not my computer.

Things i have tried: Running FME in command prompt, Reinstalling FME and or VHSCRCAP, internet speed is 20 mbs also direct connected so that cannot be the problem, messed around with the settings brought the output size to 60x80 and it still is glitchy and laggy which meaning it's involved in my settings or FME itself.

Which OS are you using and what are your PC specs? Is that FME 2.5 or 3.0? Have you tried using VP6 instead of H264? I see that your size is the same as the resize, is the resize checked and it's just resizing it to the same size? If so, try and uncheck that box so that it doesn't try to resize it at all.
