A Moderator is any user on Justin.tv that has been granted the permission to moderate a channel owner's chat room. Most of the time you can identify a moderator in the room either by the room's list or by their moderator badge:

Moderators have the ability to do things such as: /ban users from chat, turn slow mode on and off, and purging chat by either using /ban, /timeout, and /clear commands. The /clear will clear the entire chat room text.
